Parking in central Matsuyama: spaces, fees, hours, and height limits of city, prefecture, and railway company lots
Parking lots run by Matsuyama City, Ehime Prefecture, and railway companies around Okaido, Ginten-gai, Matsuyama-shieki, JR Matsuyama Station, and Dogo, listed by area. Spaces, fees, hours, and height limits were checked on the official pages of Matsuyama City, Iyotetsu, JR Shikoku, and Ehime Prefecture.
Summary
- On the Matsuyama City "city parking facilities" page, hourly fees are listed for 2 lots: City Hall Underground (290 spaces) and Nakanogawa Underground (242).
- City Hall Underground: 24 hours, 130 yen per 30 minutes. Nakanogawa Underground: 7:00 to 22:00, and 7:00 to 18:00 is 110 yen per 60 minutes (max 830 yen).
- Shieki-nishi Parking (Iyotetsu) has 1,382 spaces, 24 hours, 160 yen per 30 minutes. JR Matsuyama Station daily lots (Wakakusa-cho 1, 2): 500 yen per 24 hours.
- No height limit was written on any page we checked (Matsuyama City, Iyotetsu, JR Shikoku, Ehime Prefecture, Dogo Onsen and Matsuyama Castle official sites).
- Dogo Onsen Parking has 92 spaces on the Matsuyama City page and 93 on the Dogo Onsen official site. The official sources differ.
Each place has a different operator
In central Matsuyama, Matsuyama City, Iyotetsu, JR Shikoku, and Ehime Prefecture each have parking lots. This article lists the spaces, fees, hours, and height limits written on their official pages, in a table for each area. Private coin parking lots were not checked.
The Matsuyama City page for “city parking facilities” (市営の駐車施設) says this about private parking lots.

Translation: “
On the Matsuyama City “city parking facilities” page, the lots that rent by the hour to the general public are the 2 in the “City center” table below. Besides these, the Matsuyama Castle parking lot of Matsuyama City (Kiyo-cho) and the city parking lots of Dogo Onsen are on separate pages. There is no city parking lot with the name Okaido or Ginten-gai on this page’s list.
For the height limit, every table says “not written”. The pages we checked had no number for vehicle height. If you have a tall car or a car with luggage on top, look at the sign at the entrance before you go in. The phone numbers of the operators are written below the tables.

Both are run by designated managers of Matsuyama City. City Hall Underground is run by TFI Co., Ltd. (089-933-0095), and Nakanogawa Underground by Amano Management Service Co., Ltd. (089-946-1765).
City Hall Underground Parking
On June 1, 2026, the way of use and some fees changed. Matsuyama City explains it like this.
令和8年6月1日（月曜日）から松山市役所前地下駐車場の利用方法及び利用料金が変わります。
Translation: “From Monday, June 1, Reiwa 8, the way of use and the fees of the Matsuyama City Hall Underground Parking will change.”
What changed are the fees for commuter passes and for two-wheeled vehicles (without a sidecar). The general fee for a standard car is 130 yen per 30 minutes both before and after the revision. The way of payment also changed, and the city’s notice has this line.
精算時に、新紙幣・新硬貨、QR決済、電子マネー、交通系電子マネー、クレジットカードをご利用いただけます。
Translation: “At payment, you can use new banknotes and new coins, QR payment, electronic money, transit electronic money, and credit cards.”
When you have business at City Hall, if the parking ticket is read by the verification machine inside City Hall, one hour of the parking fee is free. This system is for people who have business at City Hall.
About congestion, Matsuyama City writes this.
市役所前地下駐車場では、混雑解消に努めておりますが、時期や時間帯、気象状況等により大変混雑する場合があります。
Translation: “At the City Hall Underground Parking we are working to reduce congestion, but depending on the season, the time of day, and the weather, it may be very crowded.”
出庫前に事前精算機をご利用ください。事前精算後から出庫までに15分を経過した場合は、出口精算機で経過時間に応じた一般の駐車料金を追加でお支払いいただきますので、ご了承ください。
Translation: “Please use the advance payment machine before you leave. If 15 minutes pass between the advance payment and leaving, you will pay the general parking fee for the elapsed time at the exit payment machine, so please understand.”
Nakanogawa Underground Parking
The hours are from 7:00 to 22:00, not 24 hours. The fee table also has an “overnight” row (620 yen from 20:30 to 8:30 the next day), but the Matsuyama City page does not explain how overnight stays are handled in a lot that closes at 22:00. If you use it at night, please check with the management office.
The Matsuyama City page has 2 notices for users.
中之川地下駐車場に設置されているお客様用出入口（全部で4箇所）は、全て階段のみです。
Translation: “The customer entrances and exits installed at the Nakanogawa Underground Parking (4 in total) are all stairs only.”
中之川地下駐車場は、身体障害者手帳・療育手帳・精神障害者保健福祉手帳による減免の対象外です。
Translation: “The Nakanogawa Underground Parking is not covered by the fee reduction for the physical disability handbook, the rehabilitation handbook, or the mental disability health and welfare handbook.”
The operator’s page (posted on March 17, 2014) has this sentence.
当駐車場は、松山中央商店街・（株）まちづくり松山の指定駐車場です。
Translation: “This parking lot is a designated parking lot of the Matsuyama Central Shopping Street and Machizukuri Matsuyama Co., Ltd.”
The fees on this page are the same as on the Matsuyama City list. However, it is an old post, so we used the numbers on the Matsuyama City page.
City parking lots for monthly contracts only
The Matsuyama City list also has the lots in Ueno-cho, Kosaka, Nagaki-cho, Nakamura, Homen, Asami, and Misawa. All of them are written as regular contracts (monthly only), and they are not for travelers who park for a short time.
Matsuyama-shieki: Shieki-nishi Parking by Iyotetsu

In the spaces column of the Iyotetsu page, after “1,382” it says “Parking: 19” with a wheelchair mark (the image description is “can be used by people with disabilities”).

About payment, the page has this note.
駐車料金の支払いに、クレジットカード、バーコード決済はご利用いただけません。
Translation: “For payment of the parking fee, credit cards and barcode payment cannot be used.”
For people who shop at Iyotetsu Takashimaya (いよてつ高島屋), a discount is described: free for up to 1 hour for purchases of 1,000 yen or more and less than 2,000 yen (tax included), and free for up to 2 hours for 2,000 yen or more. The parking fee discount is for people who shopped.
The tracks of the Iyotetsu city trams run close to Dogo Onsen and Matsuyama Castle. The rules for driving on the same road as the tram tracks are in Rules when you drive on the same road as the trams in Matsuyama.

The contact number of the Matsuyama branch of JR Shikoku Station Development is 089-989-9117 (weekdays 9：00 ～ 17：00). The same page says that applications for monthly contracts are taken on a different site.
The Matsuyama Station page of JR Shikoku lists “Kisuke Parking” (キスケ駐車場) under “Park & Ride” in the station facilities column. The JR Shikoku Tour page for “Car de Train” (車deトレイン) has “Matsuyama Station” and “1,109 spaces” in the parking column, with the note “The information is as of October 2023.” Neither page gives the fee or the hours. From the pages, we could not tell whether these 1,109 spaces are Kisuke Parking.

The direction of the entrance of Dogo Onsen Parking, the difference in the number of spaces, and how to use the Iwaidani-higashi-machi Parking and the temporary lot are in From Matsuyama Airport to Dogo Onsen: the road and parking. The number of spaces also differs among official pages. For example, the Matsuyama City page for “during the Obon period” says 94. The Matsuyama Castle parking lot cannot be reserved. It is first come, first served. The Matsuyama Castle official site writes this about the Horinouchi area of Shiroyama Park.
堀之内地区には、駐車場はございませんので、公共交通機関または周辺の有料駐車場をご利用ください。
Translation: “There is no parking lot in the Horinouchi area, so please use public transport or the paid parking lots nearby.”
The one-way streets on Ropeway Street and the walking time from the Ninomaru parking lot are in From Matsuyama Airport to Matsuyama Castle and From Dogo Onsen to Matsuyama Castle.
Ehime Prefecture: the prefectural office parking lots and Minami-machi Parking
The Ehime Prefectural Office page explains parking for people with business at the prefectural office like this.
愛媛県庁へ来庁される際は、県庁構内駐車場又は県庁西駐車場をご利用いただけます。
Translation: “When you visit the Ehime Prefectural Office, you can use the prefectural office grounds parking lot or the prefectural office west parking lot.”
ただし、E:N BASE、愛媛県美術館、愛媛県立図書館を利用する際は、構内駐車場の利用をお控えいただき、県庁西駐車場をご利用ください。
Translation: “However, when you use E:N BASE, the Ehime Museum of Art, or the Ehime Prefectural Library, please refrain from using the grounds parking lot and use the prefectural office west parking lot.”
This page does not write the spaces, fees, hours, or height limits. We did not find an official page with the spaces and fees of an hourly parking lot for the general public run by the prefecture.
Ehime Prefecture Minami-machi Parking (愛媛県南町駐車場) is a lot on land owned by the prefecture (松山市南町二丁目612番1外) that is leased to a private company. The prefecture’s bidding page says this.
…平成18年度からは民間事業者へ一括して貸し付け、当該事業者が管理・運営を行っています。
Translation: “… From fiscal year Heisei 18, it has been leased as a whole to a private company, and that company manages and runs it.”
The contract period is from October 1, 2026 to September 30, 2027, and the lessee has been decided. This page also does not write the spaces or fees. The Matsuyama Castle official site names this parking lot as guidance for when the bus spaces are full.

The numbers below are calculated from the fees in the tables. They are not amounts in an official fee table. Discounts, free time, and the handling of fractions are not included.

At City Hall Underground on Saturdays, Sundays, and holidays, the maximum is 800 yen. At Nakanogawa Underground, the maximum from 7:00 to 18:00 is 830 yen.

The numbers in the tables were checked on each page on October 13, 2026.
- The update date of the Matsuyama City “city parking facilities” page is August 24, 2026, that of the Dogo Onsen page is October 9, 2026, and that of the Matsuyama Castle parking guide is April 21, 2025.
- The height limit was not found on any page of Matsuyama City, Iyotetsu, JR Shikoku, or Ehime Prefecture. This does not mean there is none.
- The hours of the JR Matsuyama Station parking lots could not be found on the pages.
- Availability was not checked. For City Hall Underground and Nakanogawa Underground, the Matsuyama City page has a link to the full/empty information.
- Fees and hours may change. Before you leave, please check each page and call the operator.
