Self-service gas stations in Japan: fuel colors, the static electricity sheet, and putting diesel in the wrong car

For people filling up for the first time at a self-service gas station, such as before returning a rental car. Based on official sources: the fuel colors set by regulation, the steps at ENEOS, Idemitsu Kosan and Cosmo Oil Sales, what customers must not do, and JAF's warning about putting in diesel by mistake.

Summary

  • The regulation on hazardous materials sets the fuel colors on pumps (when colors are used) as Regular red, High-octane yellow, Diesel green.
  • The steps at ENEOS, Idemitsu Kosan and Cosmo Oil Sales are the same order: place the order, touch the static electricity sheet, fill up, close the cap.
  • Turn off the engine while filling. No open flames and no smoking. Customers are not allowed to put gasoline into containers.
  • JAF says it handled 105 wrong-fuel rescues in the one month of October 2022. In 57 of them, diesel was put in a gasoline car.
  • If the pump stops by itself, do not add more. JAF says that if diesel went in, you should not start the engine.

If you rent a car in Ehime, you may need to fill the tank yourself before you return it. This article is for people who are filling up at a self-service gas station in Japan for the first time. It covers the fuel colors, the steps, what not to do, and wrong-fuel mistakes with diesel, checked against official sources.

First, the terms. There are two kinds of gasoline: “Regular (レギュラー)” and “High-octane (ハイオク)”. “Diesel (軽油)” is the fuel for diesel-engine cars. It is a different fuel from gasoline. JAF (Japan Automobile Federation) writes that 95% of diesel fuel is used for diesel engines.

According to the Fire and Disaster Management Agency (消防庁) magazine “Shobo no Ugoki” (消防の動き), December 2018 issue, self-service stations have been allowed in Japan since April of Heisei 10 (1998). The conditions were safety measures, such as staff watching the refueling and an emergency stop switch.

Before you reach the pump: check your car’s fuel type and which side the fuel door is on

At a self-service station, no staff guide your car. Budget Rent a Car (バジェットレンタカー) writes:

セルフのガソリンスタンドの場合、誘導してくれませんので、自分自身で給油口が左右どちらに付いているか知っておく必要があります。

Translation: “At a self-service gas station, no one will guide you, so you need to know for yourself whether the fuel door is on the left or the right.”

You can find out the fuel type and the fuel door side of your rental car before you enter the station. Times Car (タイムズカー) says on its rental car guide page:

レンタルした車によって給油する油種(ガソリン・ハイオク・軽油)と、給油口の位置が異なります。

Translation: “The fuel type (gasoline, high-octane, diesel) and the position of the fuel door differ depending on the car you rent.”

Translation: “Check the fuel type when you make the reservation or when you leave.”

Nippon Rent-A-Car (ニッポンレンタカー) also puts this note on its return guide:

※車種により、油種の指定(レギュラーガソリン・ハイオクガソリン・軽油)があります。

Translation: “* Depending on the car model, a fuel type is specified (regular gasoline, high-octane gasoline, diesel).”

The fueling guide of Cosmo Oil Sales (コスモ石油販売) lists the vehicle inspection certificate and the markings around the fuel door as ways to find the fuel type.

Translation: “Written in the ‘type of fuel’ column of the vehicle inspection certificate”

Translation: “The fuel type is written on the fuel door or on the back of its cover”

You can see which side the fuel door is on from the instrument panel.

Translation: “The arrow (← →) next to the fuel pump mark on the instrument panel shows whether the fuel door is on the left or the right.”

Times Car also writes, “車種によっては三角矢印がない場合があります。” (Some car models do not have the triangle arrow.) If your car has no arrow, look and check which side the fuel door cover is on before you get out of the car.

Putting diesel in a kei car (軽自動車) is a mistake that official guides mention

Budget Rent a Car gives the following example as a common mistake with rental cars:

良くある間違い例としては、軽乗用車に軽油を給油するということがございますので、

Translation: “A common example of a mistake is putting diesel in a kei passenger car,”

Translation: “so please be careful.”

Among the reasons JAF heard, there is also “軽自動車なので軽油を入れた” (I put in diesel because it is a kei car) (see a later section). ENEOS also has a warning about the trouble of putting diesel in a kei car.

Fuel colors: the regulation sets Regular red, High-octane yellow, Diesel green

The pump shows the name of the fuel. The regulation sets these words, and the colors to use when colors are applied, for stations where customers fill their own cars. It is Article 28-2-5 of the Regulation for Control of Hazardous Materials (危険物の規制に関する規則) (Prime Minister’s Office Order No. 55 of Showa 34 (1959)). The text read on e-Gov Law Search (e-Gov法令検索) says:

この場合において、危険物の品目の表示は、次の表の上欄に掲げる取り扱う危険物の種類に応じそれぞれ同表の中欄に定める文字を表示するとともに、文字及び地並びに給油ホース等その他危険物を取り扱うために顧客が使用する設備に彩色を施す場合には、それぞれ同表の下欄に定める色とすること。

Translation: “In this case, for the display of the item of hazardous material, show the characters set in the middle column of the table below for the type of hazardous material handled in the upper column. When color is applied to the characters and background, and to the fueling hose and other equipment that customers use to handle hazardous materials, use the color set in the lower column.”

The words and colors in the table of the regulation are as follows.

Words on the pump Color Explanation in this article
Regular (レギュラーガソリン, or レギュラー) Red A kind of gasoline. JAF explains that its octane rating is lower than High-octane
High-octane (ハイオクガソリン, or ハイオク) Yellow A kind of gasoline. JAF explains that its octane rating is high
Diesel (軽油) Green Fuel for diesel-engine cars
Kerosene (灯油) Blue An item listed in the table

The table also lists “レギュラーガソリン(E)” and “レギュラー(E)” as purple, and “ハイオクガソリン(E)” and “ハイオク(E)” as pink.

The regulation sets the color to use when color is applied. About real stations, JAF writes:

一般的に「セルフサービスステーション」では、レギュラーは「赤」、ハイオクは「黄色」、軽油は「緑色」、灯油は「青色」にノズルなどが色分けされています。

Translation: “Generally, at self-service stations, the nozzles and other parts are color-coded: red for Regular, yellow for High-octane, green for Diesel, and blue for Kerosene.”

This JAF page says “as of October 2023”. Do not choose by color alone. Match the fuel name you select on the pump screen with your car’s fuel type. Idemitsu Kosan (出光興産) writes:

Translation: “If you fill the wrong fuel type, it may lead to a breakdown of the car. Please check the fuel type carefully.”

Steps: official guides of ENEOS, Idemitsu Kosan, and Cosmo Oil Sales

The official pages of the three companies follow the same order. You decide the payment method, fuel type, and amount at the pump. Then you touch the static electricity sheet, remove the cap and fill up. When you finish, you put the nozzle and the cap back.

The 6 steps at ENEOS

The ENEOS page “How to fuel at a self-service station” (セルフサービスステーション給油方法) lists these 6 steps:

  1. Choose the payment method and fuel type (place the order)
  2. Static electricity sheet
  3. Open the fuel cap
  4. Start fueling
  5. Finish fueling
  6. Close the fuel cap

The sentences for each step are as follows.

Translation: “Choose the payment method and fuel type, and follow the voice guidance to operate the screen.”

Translation: “* The operation may differ depending on the station.”

Translation: “To release the static electricity in your body, be sure to touch the ‘static electricity removal sheet’.”

Translation: “Take the fuel nozzle of the fuel type you ordered, insert it into the fuel door, check that the meter on the pump shows ‘0.00’, and then pull the nozzle lever.”

Translation: “Insert the fuel nozzle all the way in, and pull the lever firmly.”

Translation: “Do not forget to close the fuel cap and the fuel door cover.”

Translation: “* The payment method differs depending on the store.”

Differences among the three companies: closing the windows, how to touch the sheet, doing it alone

Idemitsu Kosan and Cosmo Oil Sales also give guidance on points that the ENEOS page does not write.

Idemitsu Kosan (for its prepaid pumps) writes this about what to do when you stop the car:

給油作業は必ず、運転免許をお持ちの方がおひとりで行い、お子様は車の中でお待ちください。

Translation: “Fueling must be done by one person who has a driver’s license. Children should wait in the car.”

Translation: “For safety, close the windows and stop the engine.”

Translation: “During fueling, to ensure safety, you cannot use electronic devices, including mobile phones.”

Cosmo Oil Sales writes how to touch the static electricity sheet, and where to stop the car.

Translation: “Be sure to touch it with your bare hand. About 1 second of touching is enough.”

Translation: “Pull up so that the fuel door (right side or left side) is on the pump side. The hose stretches a little, but it is ideal to stop at a position it can reach without strain (about 30 to 50 cm away).”

Cosmo Oil Sales explains how to open the fuel door like this:

多くの車では運転席の座席の下、右側の足元、ハンドル付近などにオープナーがあるか、直接給油口のフタの端を軽く押すと開きます。

Translation: “In many cars, there is an opener under the driver’s seat, at the foot on the right side, or near the steering wheel, or the fuel door opens when you lightly press the edge of the cover directly.”

Budget Rent a Car writes, “エンジンを切って、運転席下やハンドル下にあるレバーで給油口を開けます。” (Turn off the engine, and open the fuel door with the lever under the driver’s seat or under the steering wheel.)

On the cap, Cosmo Oil Sales writes how to remove it and how to tighten it.

Translation: “When you open the fuel door cover, the cap appears. Turn it slowly to open it, and hang it on the hanger.”

Translation: “Turn the cap to the right and tighten it until you hear a ‘click’ at least once.”

Idemitsu Kosan also gives this note about the nozzle:

給油ノズルに、前のお客様の油が残っている場合がありますのでご注意ください。

Translation: “Please note that oil from the previous customer may remain on the fuel nozzle.”

Idemitsu Kosan writes this about what to do during fueling:

給油中はノズルレバーを引いたまま、手を離さずに待ちます。車の構造によっては、油が吹きこぼれやすい場合がありますので、給油口から目を離さないでください。

Translation: “During fueling, keep the nozzle lever pulled and wait without letting go. Depending on the structure of the car, fuel may spill over easily, so do not take your eyes off the fuel door.”

After fueling: do not add more after the pump stops, close the cap, take the receipt

ENEOS writes this about what to do after fueling stops by itself:

自動的に給油が止まったら、それ以上の給油はしないでください。

Translation: “If fueling stops automatically, do not fuel any more.”

Translation: “Fuel may spill over.”

The ENEOS page “About the proper handling of gasoline and other fuels” (ガソリン等の適正な取扱いについて) lists inserting the nozzle all the way and pulling the lever firmly as ways to prevent spilling. It adds this note:

※給油を自動的に止めるオートストッパーは、給油ノズルが奥まで差し込まれていない場合や少しずつ給油した場合には、作動しないことがあります。

Translation: “* The auto stopper that stops fueling automatically may not work if the fuel nozzle is not inserted all the way, or if fuel is added a little at a time.”

Nippon Rent-A-Car writes this in its rental car guide:

継ぎ足し給油は行わないでください。ガソリンが吹きこぼれるなど、大変危険です。給油機が正常に自動停止した状態で給油を止めてください。

Translation: “Do not top off. Gasoline may spill over, which is very dangerous. Stop fueling when the pump has stopped automatically in the normal way.”

About cases where the automatic stop does not work, Times Car writes:

車両によっては、給油の自動停止装置がうまく機能しない場合がございます。

Translation: “Depending on the vehicle, the automatic stop device for fueling may not work well.”

In the next sentence, Times Car says that if fueling stops right away, or stops before the fuel gauge reaches full, you should tell the station staff and follow their instructions. For diesel cars, it gives a different standard from gasoline cars: “燃料ゲージがF(満タン)になるまで給油ください。” (Please fill until the fuel gauge reaches F (full).) The full-tank rules for rental cars are summarized in Before you return a rental car at Matsuyama Airport.

About the cap after fueling, Times Car writes:

燃料キャップの閉め忘れにご注意ください!

Translation: “Be careful not to forget to close the fuel cap!”

Payment and receipt

The way to pay differs by station and pump. ENEOS writes, “ご精算方法は店舗により異なります” (the payment method differs depending on the store). For the prepaid pump, Idemitsu Kosan says you take the receipt at the pump, and if there is change, you hold the barcode of the receipt to the automatic change machine to receive it.

Budget Rent a Car writes how the pump works when you set an amount:

例えば「5000円分給油する」を選択してガソリンが3000円分しか給油できなかった場合は、満タンになった地点で給油は自動停止し、2000円のお釣りがでてくる仕組みになっています。

Translation: “For example, if you choose ‘fill 5,000 yen worth’ and can only fill 3,000 yen worth of gasoline, fueling stops automatically at the point where the tank is full, and 2,000 yen in change comes out.”

The same page writes this about fueling before returning the car:

車両の返却前の場合は満タンを選択します。

Translation: “Before returning the vehicle, choose full tank.”

Nippon Rent-A-Car says to show the fueling receipt to the return office.

What customers must not do: leave the engine on, use fire, fill containers

The ENEOS page shows the cautions for customers at a self-service station in a figure, in three points.

Translation: “Open flames are strictly prohibited and smoking is not allowed inside the self-service station.”

Translation: “Be sure to stop the engine during fueling.”

Translation: “Putting gasoline or diesel into a container is prohibited.”

A notice of the Fire and Disaster Management Agency lists these items for the instructions shown on the pump (notice of March 13, Heisei 10 (1998). The record of revisions goes up to Heisei 24 (2012)).

Translation: “The instructions should show the series of operations of the equipment from the start to the end of fueling, and also include matters necessary for safety, such as ‘no open flames’, ‘stop the engine during fueling’, and ‘no putting gasoline into containers’.”

“Shobo no Ugoki” (December 2018 issue, Hazardous Materials Safety Office) lists these cautions for customers when they fuel:

静電気除去シート等により静電気を十分除去すること。

Translation: “Remove static electricity well with the static electricity removal sheet or similar.”

Translation: “Check well the type of fuel to put in the car.”

Translation: “Do not use open flames such as lighters or cigarettes.”

Translation: “Do not pour gasoline into containers.”

Translation: “Do not fuel anything other than automobiles or motorized bicycles (example: personal watercraft).”

The same article writes this about static electricity in winter:

特に冬場は、衣服等により人体に帯電しやすい季節となりますので、静電気除去に十分ご留意ください。

Translation: “Winter in particular is a season when the body easily becomes charged because of clothing and so on, so please take good care to remove static electricity.”

Customers cannot fill portable cans or containers

The leaflet of the Fire and Disaster Management Agency says that even at self-service stations, staff do the filling of containers.

Translation: “Even at self-service stations, the filling of gasoline containers must be done by the gas station’s employees!!”

The notice of the Agency writes the same thing.

Translation: “Also, at the fueling station, it is not allowed to have customers fill gasoline into containers, or to have them put kerosene or diesel into tank trucks.”

Idemitsu Kosan says on its page:

ご注意:「セルフスタンドでお客様がガソリンを容器(金属製を含む)に給油すること」は消防法で禁止されています。

Translation: “Note: ‘Customers filling gasoline into containers (including metal ones) at a self-service station’ is prohibited by the Fire Service Act.”

Translation: “Also, at Idemitsu self-service stations, we also decline to put diesel into containers.”

ENEOS writes that customers cannot fill even a dedicated gasoline container themselves.

Translation: “Even with a dedicated gasoline container, it is prohibited by law for customers to put gasoline into the container themselves.”

The leaflet of the Fire and Disaster Management Agency writes that when staff sell gasoline in a portable can, they must check the buyer’s identity, check the purpose of use, and make a sales record.

Staff watch the fueling

The regulation also puts a duty on the station side to watch the customers’ fueling. Article 40-3-10 says:

Translation: “Properly monitor the customer’s fueling work and so on by direct viewing or similar means.”

The version of the text that took effect on June 30, 2026 also has a rule in paragraph 2 of the same article for monitoring with a conditional automatic control device.

“Shobo no Ugoki” advises reading the fueling method and the cautions shown on the pump, and, when something is unclear, asking the staff through the intercom near the pump. In its guide, Cosmo Oil Sales writes this about the button to call staff:

不安なときはスタッフ呼び出しボタンを押してください

Translation: “If you are worried, press the staff call button.”

If you put in the wrong fuel: guidance from JAF and the fuel companies

JAF’s numbers

In its news release of December 26, 2022, JAF published its rescues for the month of October 2022.

Translation: “In the one month from Saturday, October 1 to Monday, October 31, 2022, of the rescues (105 cases) that JAF responded to for ‘wrong fuel’, there were 57 cases nationwide where diesel was put in a gasoline car, and 39 cases where gasoline was put in a diesel car. (Only cases that were confirmed.)”

The reasons from interviews on site are as follows.

Translation: “Also, according to interviews on site, there were reasons such as ‘I rented a car and it was different from my usual vehicle’ and ‘I put in diesel because it is a kei car’, and it appeared that drivers’ lack of awareness led to the trouble.”

JAF makes this appeal about rental cars and similar vehicles:

レンタカー、シェアカーなどのマイカーではない車両や、初めて乗る車両にご自身で給油をする際は必ず車検証や取扱説明書で燃料の種類を確認するようお願いいたします。

Translation: “When you fuel a vehicle that is not your own car, such as a rental car or a shared car, or a vehicle you drive for the first time, please be sure to check the type of fuel in the vehicle inspection certificate or the owner’s manual.”

Symptoms and what to do after a mistake

The same JAF release writes the symptoms when diesel is put in a gasoline car, and the case where the fuel is replaced right away.

Translation: “When diesel is put in a gasoline car, the first symptoms are that engine output drops and acceleration becomes sluggish. If you keep driving and the fuel supplied becomes 100% diesel only, black exhaust gas comes out and eventually the engine stops. If the fuel is replaced with the correct fuel right away, before the engine is started, there is no major problem, so if you notice a mistake, please deal with it quickly, for example by contacting JAF.”

ENEOS writes the symptoms in a different way.

Translation: “If you drive a gasoline car with diesel in it, white smoke may rise and the engine may stall, which may lead to an accident. Please be very careful not to put diesel in a kei car.”

JAF writes black exhaust gas, and ENEOS writes white smoke. The JAF car trouble diagnosis page writes this about what to do when you notice the mistake:

エンジンを始動しないでください。電源もONにしないでください。整備工場で抜き替えが必要です。

Translation: “Do not start the engine. Do not turn the power ON either. The fuel needs to be drained and replaced at a repair shop.”

The same page says that if the engine was started with the wrong fuel, replacing the fuel and replacing the fuel filter and so on are generally needed. It continues:

Translation: “Also, if gasoline is put in a diesel car, the injection pump and other parts may be broken.”

The fueling guide of Cosmo Oil Sales also writes what to do after a mistake.

Translation: “Never start the engine, and call the staff right away.”

Contacts for car breakdowns and accidents are summarized in If you have an accident, breakdown, or road problem in Ehime.

Costs of a mistake with a rental car

The rental car companies write that the cost of a mistake is paid by the customer. Times Car writes:

Translation: “Please note that a breakdown caused by the wrong fuel type is paid in full by the customer!”

Nippon Rent-A-Car lists putting in the wrong fuel as an example of “cases where the insurance and compensation system does not apply”.

Translation: “Trouble that happens in the following cases is paid by the customer.”

Translation: “Theft when the car was parked with the key left in it, loss of the key, damage caused by nuisance parking and so on, dirt and odor in the interior (including smoking in a non-smoking vehicle), loss of equipment, damage caused by handling or installation faults, putting in the wrong fuel, damage from driving off roads such as on beaches and riverbeds, and so on.”

On the same page, Nippon Rent-A-Car also writes, “油種間違いにご注意ください。特にセルフスタンドで給油する際は油種を確認してください。” (Be careful about wrong fuel types. Especially when you fuel at a self-service station, check the fuel type.)

If self-service worries you: choose a station where staff fuel the car

The fueling guide of Cosmo Oil Sales also gives how to use full-service stations, where staff fuel the car, in addition to self-service. Budget Rent a Car writes:

自分でやるのがどうしても不安な場合はスタッフ給油をしてくれるガソリンスタンドを選べばOKです。

Translation: “If you are really worried about doing it yourself, it is fine to choose a gas station where staff fuel the car for you.”

Times Car, on the other hand, asks in its terms about usage charges that customers avoid fueling at self-service stations as much as possible. The fueling rules of each company, including this point, are in Before you return a rental car at Matsuyama Airport. The documents and guidance from the company you rented from take priority over this article.

We found no guidance naming gas stations near Matsuyama Airport

For the 7 rental car companies on the official page of Matsuyama Airport, the results of reading the shop pages, return guides, and terms are in Before you return a rental car at Matsuyama Airport. We found no company that names gas stations near the airport. What is written are phrases such as “the nearest gas station”.

Gas stations at expressway Service Areas are summarized in Service Areas and Parking Areas in Ehime Prefecture.

About this article

What is written here was checked on October 14, 2026 on e-Gov Law Search, materials of the Fire and Disaster Management Agency, and the official pages of ENEOS, Idemitsu Kosan, Cosmo Oil Sales, JAF, and the rental car companies. The pump screen and the way to pay differ from station to station. The notices at the station and the staff’s guidance take priority.

These are the points we could not confirm.

  • A basis for the fuel colors other than the regulation. The regulation sets the color to use when color is applied. For the real colors at stations across the country, we only confirmed up to JAF’s wording “generally”.
  • Revisions after Heisei 24 (2012) of the notice of the Fire and Disaster Management Agency (March 13, Heisei 10 (1998)). The PDF we checked recorded revisions up to Heisei 24 (2012).
  • The steps of the Idemitsu Kosan postpaid pump. We read only the prepaid page.
  • Guidance in foreign languages. We did not read the English pages of ENEOS and others.
  • The equipment and business hours of specific gas stations in Ehime Prefecture.
